Often the reguation, which is what is enforced, is based on the principle, in this case of reducing say &quot;normal&quot; energy consumption by a certain %.  This is what can and is enforced.  The &quot;guidance&quot; details the hands-down example of how this can be achieved, so if your building has 25% fluorescent they won't ask any questions.  

I have found BR officers quite understanding on such matters.  If you explain intelligently in the BR documents that you submit they will accept alternative schemes as compliant if you satify the principle.  

Maybe I am being too optimistic, but If they do not accept intelligent alternatives that work just as well then there must be some way of appealing the decision.</description>
